In front of you is the publication “Campaign for Freedom!”, created within the project of the same name that the Network for European Policies – MASTER implements with the support of the Ministry of Internal Affairs of Montenegro.
The publication provides an overview of the situation in the field of combating human trafficking in Montenegro, with a special focus on compliance with international and European standards, but also on challenges in practice. In addition, a comparative analysis of examples of good practice from the EU and the region was done in order to identify models that can be adapted to our context and contribute to strengthening the system of protection and support for victims.

The document is intended not only for state institutions, but also for local governments, civil society organizations and educational institutions. Its purpose is to enable a better understanding of the complexity of human trafficking, to encourage intersectoral cooperation and to contribute to the adoption of informed policies and measures.
With this edition, we want to contribute to the public debate about this serious social problem and to give concrete guidelines for improving the system in accordance with modern European standards and obligations that Montenegro has as a candidate country for EU membership.
