This anonymous survey is conducted by the European Policy Network – MASTER, with the support of BIRN (Balkan Investigative Reporting Network) and the Civic Alliance, as part of research on transparency, accountability, and governance in Montenegro’s education system.

The appointment of school principals and employment in educational institutions directly affect the quality of education, the professionalism of teaching staff, and public trust in institutions. The way these processes are carried out shapes school stability, the working environment, and the long-term development of the education system.
The aim of the research is to assess—based on the experiences and opinions of education professionals, parents, students, and citizens—the extent to which these processes are transparent, professional, and free from political influence.
The survey results will be used to develop a policy paper with concrete recommendations for improving the legislative and institutional framework, which will be submitted to relevant institutions and decision-makers.
Completing the survey takes only a few minutes. Participation is fully anonymous—no data that could identify respondents is collected. Every response contributes to creating a realistic picture of the current situation and formulating sustainable solutions in the public interest.
