In the new episode of the documentary series “EU Dossier: Montenegro – Chapters Under the Spotlight”, we explore one of the most important and demanding chapters in Montenegro’s European Union accession process — Chapter 23 (Judiciary and Fundamental Rights).
This chapter covers issues that are essential for the democratic development of society and the proper functioning of institutions, including:
- the rule of law;
- the independence and efficiency of the judiciary;
- the fight against corruption and organized crime;
- the protection of human rights and the strengthening of public trust in institutions.
Chapter 23 represents the foundation of the EU integration process, as progress in this area directly affects the pace of negotiations across all other chapters. For this reason, it is often referred to as the “key to European integration.”
Through interviews with relevant stakeholders, experts, and institutional representatives, the episode examines the current level of implementation of Chapter 23 obligations, the challenges slowing down reform processes, and Montenegro’s prospects on its path toward full membership in the European Union.
