The Network for European Policies – MASTER has launched the project “EU Dossier: Montenegro – Chapters Under the Spotlight,” which provides a clear, structured, and evidence-based insight into the key reforms on Montenegro’s path to the European Union—where decisions are made about living standards, trust in institutions, and the quality of life of citizens.
The project involves the production of a five-episode investigative documentary series, which will be broadcast on the public service broadcaster (RTCG), made available on digital platforms, and presented through screenings and discussions in youth clubs across 12 municipalities in Montenegro. In this way, the content reaches citizens, the professional community, and young people alike—without the need for translation or intermediaries.
The first episode offers an overview of the negotiation process: key results, outstanding issues, and challenges in the final phase.
The following episodes focus on four of the most demanding chapters:
Chapter 23 – Judiciary and Fundamental Rights
Chapter 24 – Justice, Freedom and Security
Chapter 27 – Environment and Climate Change
Chapter 31 – Foreign, Security and Defence Policy
The series combines analysis of official data with interviews featuring relevant stakeholders from institutions, civil society, media, and academia, supported by a clear narrative and modern production. The aim is to present complex topics in a precise, accessible, and straightforward manner, without unnecessary technical jargon.
All episodes will be subtitled, translated into sign language, and available in English, ensuring broader accessibility and inclusiveness. The project is expected to reach more than 200,000 citizens.
“Through this project, we are placing negotiation chapters where they belong—at the center of public interest. We want citizens to clearly understand what has been done, what lies ahead, and why it is important for the reform process to be conducted responsibly,” MASTER stated.
The project contributes to a more open and informed debate on European integration, presenting it not as an abstract process, but as a set of concrete decisions shaping Montenegro’s future.
