The Network for European Policies – MASTER is proudly presenting the brochure “On the Rights and Protection of LGBTIQ+ Persons!”, which aims to improve the position of the LGBTIQ+ community in Montenegro by strengthening the awareness of citizens, institutions, and decision-makers about legal frameworks and human rights protection mechanisms.
Numerous studies indicate a high level of prejudice, discrimination, and institutional insensitivity towards members of the LGBTIQ community in Montenegro, confirming the need for additional educational and systemic efforts in this area.
This brochure provides a comprehensive overview of the legal protection mechanisms for LGBTIQ+ persons in Montenegro and the European Union, with a special focus on the case law of the European Court of Human Rights. Through a detailed analysis, it presents institutional frameworks, relevant laws, as well as challenges in their implementation. It also includes comparative solutions from Germany, Spain, and Sweden, which can serve as inspiration for further improvement of domestic policies.
The publication also presents research findings on the perception of the LGBTIQ+ community in Montenegrin society, which indicate concerning attitudes and a lack of basic understanding of the rights of this group. For this reason, the publication also provides concrete recommendations for action – from education and sensitization of public officials and young people, to the improvement of legislative practice and judicial protection.
