The Network for European Policies – MASTER has prepared the analysis “Without Barriers: Equal, Visible, Unstoppable,” which examines the status and challenges faced by women and girls with disabilities in Montenegro.
The document was prepared as part of the project of the same name, supported by the Ministry of Human and Minority Rights.
The analysis provides an overview of the current situation, as well as the challenges and barriers faced by women and girls with disabilities, particularly in the areas of education, employment, healthcare, accessibility, and participation in social life.
Special attention is given to the issue of multiple discrimination, recognizing that women with disabilities often encounter obstacles arising both from gender inequality and from societal attitudes toward disability.
Through a review of the national and international legal framework, European standards, and research findings, the analysis offers recommendations for improving public policies and strengthening support systems.
The aim of the document is to contribute to the creation of a society in which women and girls with disabilities are not only protected by law, but are genuinely included, visible, and equal.
Because a barrier-free society begins when all its members are equally recognized.
