“Activate PG – Civic MASTERplan for Youth”

The European Policy Network MASTER is pleased to announce the launch of the project “Activate PG – Civic MASTERplan for Youth,” aimed at empowering young people in the Capital City through the development of civic, media, and digital literacy, as well as their active participation in local decision-making processes.

The project is supported by the Capital City as part of the implementation of activities from the Local Youth Action Plan for the period 2025–2026. It will be carried out in Podgorica over a period of 12 months and will include young people aged 15 to 30—high school students, university students, employed and unemployed youth from all parts of the city. Through a comprehensive and innovative program of activities, the project seeks to provide young people with the knowledge, skills, and space to clearly express their views, propose solutions, and become visible actors of positive change in their community.

The central part of the project is the educational cycle “Civic MASTERplan,” which includes eight thematic modules. Over the course of four months, participants will engage in interactive workshops covering topics such as democracy and institutions, critical thinking, election process simulations, participatory democracy, media and digital literacy, and human rights. A special segment will also include the creation of an online Glossary of Political Literacy, which will remain a permanent resource available to all young people in Podgorica.

For the most motivated participants, the Youth Policy School “MASTERplan” will be organized—an advanced program through which at least 30 young people will develop practical skills in advocacy, public speaking, and the creation of mini action plans aimed at solving specific community issues. The program also includes a study visit to the Assembly of the Capital City, where participants will have the opportunity to learn about real decision-making procedures and simulate committee work.

The multimedia phase of the project includes the implementation of the digital campaign “MASTERimpact,” which will be created and led by the young participants themselves. As part of the campaign, a series of five podcast episodes titled “What I Would Change in PG” will be produced, where young people will discuss the challenges they face and propose concrete solutions.

The project “Activate PG – Civic MASTERplan for Youth” represents an important step toward strengthening a culture of dialogue, democratic participation, and active citizenship in the Capital City. We believe that change begins when young people are given the opportunity to be heard, encouraged, and empowered to act.

It is time to activate Podgorica together—because a European city tailored to young people begins with their voice.
